Getting Around Hokkaido Without a Car: Why Private Hire Beats Rental

One of the most common questions from first-time visitors to Hokkaido is whether you need to rent a car. The short answer is: it depends entirely on where you want to go. For Sapporo and Hakodate, public transport is excellent. For Biei, Furano, Niseko, and rural areas, it ranges from inconvenient to impractical.

Public Transport in Hokkaido

Hokkaido has a reasonable rail network connecting its major cities — Sapporo, Hakodate, Asahikawa, Obihiro, and Kushiro are all accessible by JR train. The Hokkaido Shinkansen connects Hakodate to the Japanese mainland via Aomori, and a new extension to Sapporo is under construction.

Within Sapporo, the subway and tram network is excellent. Hakodate has a historic tram system that covers the main tourist areas. These cities are genuinely easy to navigate without a car.

Where public transport falls short

The problem is that Hokkaido's most celebrated landscapes — the rolling hills of Biei, Furano's lavender fields, the Niseko ski resorts, and the national parks — are poorly served by public transport. Buses to these areas run infrequently (sometimes once or twice a day), do not stop at the key viewpoints, and often require multiple connections.

In winter, many rural bus services are reduced or suspended entirely. Getting from Asahikawa to the Blue Pond in Biei by public transport, for example, requires a train to Biei Station followed by a taxi or infrequent local bus — and the last bus back may leave before sunset.

Renting a Car in Hokkaido

Renting a car gives you maximum flexibility and is a popular choice for visitors who are comfortable driving on the left side of the road (Japan drives on the left, like Australia and the UK). Roads in Hokkaido are generally well-maintained and signposted, and traffic outside Sapporo is light.

However, there are significant challenges for international visitors renting a car in Hokkaido:

International Driving Permit required

Visitors from the USA, Australia, and most other countries need an International Driving Permit (IDP) in addition to their home licence. This must be obtained before departure.

Winter driving conditions

Hokkaido roads in winter are genuinely dangerous for drivers unfamiliar with snow and ice. Black ice, whiteout conditions, and unmarked road edges are serious hazards.

Navigation challenges

While GPS navigation is available in rental cars, many rural roads in Hokkaido are not well-marked in English. Getting lost in a rural area in winter can be a serious problem.

Parking

In Sapporo and other cities, parking can be expensive and difficult to find. Many popular viewpoints in Biei and Furano have limited parking during peak season.

Fatigue

Hokkaido is large. Driving from Sapporo to Hakodate takes over 4 hours. Long driving days in unfamiliar conditions are tiring and increase accident risk.
