Hokkaido in winter is one of Japan's most extraordinary travel experiences. The island receives some of the world's best powder snow, the landscapes are breathtaking, and destinations like Niseko, Furano, and Biei take on a magical quality that summer visitors never see.
But Hokkaido's winter roads are a different matter. This is not a mild European winter or a light Australian frost — Hokkaido receives heavy snowfall from December through March, and road conditions can change dramatically within minutes. For international visitors unfamiliar with driving on snow and ice, self-driving in Hokkaido in winter carries real risks.
Important Safety Note
Hokkaido has a significantly higher road accident rate in winter than in summer. The Hokkaido Prefectural Police report that black ice (known as blakku aisu) is responsible for a large proportion of winter accidents, particularly on rural roads and bridges.
The Real Hazards of Winter Driving in Hokkaido
Black ice
Black ice forms when snow melts during the day and refreezes at night, creating a thin, nearly invisible layer of ice on the road surface. It is particularly dangerous because it looks like wet asphalt — there is no visual warning.
Black ice is most common on bridges, overpasses, and shaded sections of road. Even experienced local drivers treat these sections with extreme caution. For visitors from Australia or the southern United States who have never driven on ice, the lack of traction can be shocking and disorienting.
Whiteout conditions
Hokkaido experiences blizzard conditions (known locally as fubuki) that can reduce visibility to near zero within minutes. During a whiteout, the road, the sky, and the surrounding landscape merge into a uniform white — making it impossible to judge where the road ends and the ditch begins.
Whiteouts are most common in open rural areas — exactly the areas that international visitors want to explore. The roads between Asahikawa and Biei, and across the Niseko area, are particularly exposed.

Unmarked road edges
In heavy snow, the edges of rural roads become invisible. Snow accumulates in roadside ditches and fields, creating a seamless white surface that makes it impossible to tell where the road ends. Driving off the edge of a rural road in Hokkaido can mean dropping several feet into a snow-filled ditch — a situation that requires a tow truck to resolve.
Snow tyre requirements
All rental cars in Hokkaido are fitted with studless snow tyres in winter. While this significantly improves traction compared to standard tyres, it does not eliminate the risks described above. Snow tyres improve grip but cannot prevent accidents caused by excessive speed, sudden braking, or driver inexperience on ice.
Who Should Not Self-Drive in Hokkaido in Winter
We recommend against self-driving in Hokkaido in winter if any of the following apply:
- You have never driven on snow or ice before
- You are visiting from a warm climate (Australia, California, Florida, etc.) and have no winter driving experience
- You are travelling with children or elderly passengers
- You are planning to drive after dark on rural roads
- You are visiting during a period of active snowfall or forecast blizzard conditions
- You are not comfortable with the idea of being stranded if your vehicle gets stuck
